Regulations of the European Short Film Competition Programme “Glimpses of Europe”

GENERAL PROVISIONS

1. The headquarters of the main production company of the submitted work must be located in a European country.

2. Films submitted to the competition must not exceed 30 minutes in length.

3. Films submitted to the competition must have been produced no earlier than within the last two years.

4. Applicants must not have debuted with a feature-length film yet. There is no limit on the number of short films made.

5. Films may be registered in the following categories: fiction, documentary, animation, and experimental.

6. The film must not have been publicly screened in Lithuanian cinemas or at any other festival held in Lithuania.

7. The film must not be publicly available online.

8. The film version may not be substantially altered after the announcement of the selection results (editing, radical color correction, special effects, etc.).

9. Films for the competition programme “Glimpses of Europe” are selected by a curator and coordinator appointed by “Scanorama.”

10. Up to 23 short films are selected for the competition.

11. From the selected films, the winner is chosen during the festival by an independent international jury formed by “Scanorama,” consisting of competent representatives of various film professions from different European and other countries worldwide.

12. The international jury selects the best film of the entire programme and the best Lithuanian film. Winners are announced and awarded during the festival’s official closing ceremony.

REGISTRATION

1. An open call to participate in the competition programme is announced no later than April of the current year.

2. Applicants to the competition programme (film producers or directors, or production companies) may submit applications via the online platform FilmFreeway. Submissions are accepted from April 1 and are subject to a progressively increasing submission fee. More information on submission dates and fees: https://filmfreeway.com/Scanorama

3. A film submitted to the competition may be in post-production.

4. Participation of the film in the festival’s competition programme is confirmed individually by the end of September.

COPIES

1. Selected films are screened in DCP format.

2. The creators of selected films commit to providing the festival with a finished, screening-ready copy of the film by September 10.

3. The film copy must be provided with English subtitles.

4. The film synopsis in English, the director’s CV , and a high-resolution photo of the director must be submitted by September 15 (Lithuanian directors must submit the film synopsis in both English and Lithuanian).

5. One technical screening is organized for each selected film.

6. For films produced in Lithuania, the producer coordinates the date and time of the technical screening in the cinema separately with the programme coordinator. A representative(s) of the creative team is required to attend the screening.

AWARDS

1. The Best Film of the Programme is awarded a cash prize of €5,000, established by the LATGA Association.

2. The Best Lithuanian Film is awarded a cash prize of €3,000, established by the Lithuanian Film Centre (LKC).

3. The prizes are awarded to the film directors.

FINAL PROVISIONS

1. “Scanorama” reserves the right not to include a film in the competition programme or to remove it from the programme if the filmmakers fail to comply with or violate the requirements set out in the General Provisions.

2. The number of screenings, venue, date, and time of film screenings are determined by the festival organizers.

3. The festival organizers reserve the right to edit the submitted film descriptions or prepare them themselves.

4. The representative of a film produced abroad is paid for accommodation, but not travel expenses.

5. Representatives of a film produced in Lithuania must attend the film premiere and the Q&A session during the festival.

6. For the use of the film (public screening during the festival), the festival does not undertake to pay any financial remuneration to the rights holder.

7. By completing and submitting the registration form, the applicant to the short film competition programme “Glimpses of Europe” confirms that they have familiarized themselves with these regulations and agree to comply with the rules specified herein.
